Bill joined WSP in 2010, after retiring as a Colonel in the Corps of Engineers with 29 years of service. He is a 1981 graduate of the U.S. Military Academy at West Point. He holds a MS in Mechanical Engineering from the University of Washington, and a MA in Strategic Studies from the Army War College. He is a registered PE in Virginia for Mechanical Engineering and Envision Environmental Specialist.
In the military, Bill served in multiple commands around the world, including several combat/operational tours. Bill’s last military assignments included Director of the Office of the Chief of Engineers (OCE), Army Staff, and J4 Division Engineer, The Joint Staff.
After transitioning from the military, Bill led the $1.4B Afghanistan Infrastructure Rehabilitation Program in Kabul, USAID’s major infrastructure program, from 2010 to 2012.
In July 2016, Bill was promoted to senior vice president with oversight for development projects throughout the world. He added oversight of the company’s Risk Management program in 2018, Quality in 2020, and Project Delivery in 2022. He continues to actively support USAID and DoD projects.
Bill served as the SAME Chair for the Joint Engineer Contingency Operations COI (JECO) from 2014 to 2019. He also served recently as the President of the Northern Virginia SAME Post. He was named a SAME Fellow in 2020. Bill sits on the Board of the Construction Engineering Institute (CEI) at George Mason University, and is also an adjunct faculty member teaching engineering ethics.
