Congress mandated 18 rights for tenants in privatized military housing as part of the FY 2020 National Defense Authorization Act (NDAA), one of a series of comprehensive reform provisions to address pervasive issues with mold, rodents, and other health, safety, and environmental hazards.
Frustrated families testified about the inability to get some of the private companies to fix problems and the lack of assistance from their military leadership on some bases. DoD has prioritized reforms under the Military Housing Privatization Initiative (MHPI), as well as reforms to rebuild tenant trust and help maintain the financial viability of MHPI housing projects, but there are still installations where key parts of the "Tenant Bill of Rights" remain unimplemented.
