Art enlisted in the Navy on 6 August, 1931. In addition to several shore duties, he served aboard USS Maryland (BB-46); USS Castor (AKS-1); and USS Hercules (AK-41), during WWII. Lieutenant Commander Briggs retired on 1 September, 1957, after 26 years of service. He and his wife, Margaret resided in Tumwater, Washington.
