Decorations and awards – Authorized to wear the Legion of Merit w/2 Oak Leaf Clusters, Army Commendation Medal w/2 Oak Leaf Clusters, Joint Service Commendation Medal, California State Medal of Merit w/3 stars, Chung Moo(Korean) w/gold star, Staff Service Honor Medal (Viet Nam), and numerous campaign and theater medals and awards.

Military Education – Attended Naval War College, Armed Forces Staff College, Command General Staff College, Strategic Intelligence School, Intelligence School, Infantry School, Army Command Management School, and numerous short courses such as Air Ground Operations, and Counterinsurgency.

Civilian Education – Earned degrees from Wayne State University and University of Maryland.

Assignments:

1934-1940 Enlisted in the Michigan National Guard, 125th Infantry. Promoted to 2nd LT in October, 1940.

1940–1945 Infantry Officer. Entered active duty as 2nd LT Platoon Leader, 125th Infantry in October 1940. Assumed command of 2nd Battalion, 125th Infantry in 1944. Promoted to LTC in 1945. Accepted commission to regular Army in 1946.

1945–1948 Battalion Commander and Regimental Executive Officer of the 130th Infantry. On inactivation of Regiment, became Chief Personnel and Training Division, QM Section, Eighth Army in December 1945.

1949–1952 Instructor, Command and General Staff College.

1953–1954 G3, Combined Command for Reconnaissance Activities Korea, with staff responsibility for the operational aspects of all “behind the lines” intelligence, unconventional warfare and related activities of the U.N. Forces and U.S. Agencies in Korea. Assumed command of the U.N. Partisan Forces Korea for the last part of the tour.

1954–1955 Deputy Commander and Chief of Staff, Strategic Operations Forces, Far East in Japan. Responsible for all unconventional warfare operations in the Far Eastern Theater and for the management and coordination of certain sensitive intelligence operations.

1955-1958 Chief, Operations Section, Intelligence Operations Division, Office of the Assistant Chief of Staff Intelligence, Dept of the Army (mission classified). Promoted to Colonel in 1957 and assigned as Chief Counterintelligence Branch.

1958–1962 Chief, Intelligence Operations Division, G2 U.S. Army, Pacific. Staff. Responsibility for all U.S. Army intelligence collection operations in the Pacific Theater. Also responsible for certain liaison activities with foreign intelligence agencies.

1962–1964 Commander, 1st Brigade, Fort Ord, California.

1964–1965 Chief, Collection Management Office, Defense Intelligence Agency. Staff responsibility for world-wide management and coordination of the collection activities of the U.S. military services.

1965–1966 Chief of Intelligence Operations Division, J2 MACV in Viet Nam. Responsible for the supervision and guidance of the intelligence collection activities of the U.S. military services, provided assistance to South Viet Nam and other friendly foreign services and coordinated these activities with other U.S. agencies.

1966–1971 Senior Military Advisor to the State of California. Retired as Colonel, Regular Army, 1971 at the request of the State to open and command Camp Roberts. Accepted commission as Colonel in the California National Guard.

1971–1978 Commander, Camp Roberts, California. Promoted to Brigadier General in 1977. Retired in May 1978.

Community Activities:

Kiwanis – Club President, Lt Governor of Division 29, Governor of the California-Nevada-Hawaii District, Trustee and Vice President of Kiwanis International.

Political – Served as elected member of the County Central Committee. Managed campaigns, organized and headed political clubs. Served as State Senator for San Luis Obispo and Santa Barbara Counties in the Senior Legislature in Sacramento, California. Remained politically active since retirement.

Local – Served on various boards such as Airport Advisory and Red Cross. Worked with youth groups such as Scouts, Key Club, Circle K, and Keywanettes. Supported activities such as Community Concert and local theatrical groups. Organized Easter Sunrise Services for the community while commander at Camp Roberts. Served as Chairman, United Way Campaign and as State coordinator for 55 ALIVE. Currently, member of the Board of Directors of Paso Robles’ Pioneer Museum.

Family – Married to Mildred Harstad Muggelberg. They have two children: Glenn W., a geologist and Marcia L., a physician.
