Mission

The mission of the MOAA Indiana Council of Chapters is to benefit the members of the uniformed services, their families and survivors and to advocate for a strong national defense, while providing needed support to the community and its members.  In particular, the Council promotes the purposes and objectives of MOAA and fostering a fraternal relationship among serving, retired, and former officers residing in Indiana.

 

The Indiana Council of Chapters strongly encourages eligible personnel to join one of the six Indiana MOAA chapters.  As an active chapter member,  you will be able to influence local and state legislation towards the goal of transforming Indiana into a veteran-friendly state.  The Council also urges chapter members to contact their congressional and Indiana legislators regularly to discuss issues and propose legislation that is unique to all members of the uninformed services--serving and retired, their families and survivors.

Chapter Activities

Traditionally, the Indiana Council of Chapters joined nearly 200 MOAA members from all over the country to meet in person with every member of Congress in Washington, D.C. regarding issues critical to maintaining readiness and preserving the benefits earned through uniformed service.  Due to COVID 19, the 2020 event was cancelled, however, the Council successfully conducted virtual meetings with Indiana's US Senators and Representatives.  The virtual program will be continued in 2021.

Council activities also include:

 

     - Perform chapter visits on a regular basis.

     - Provide guidance and expertise to member chapters.

     - Serve as a conduit for information flow between chapters and national MOAA.

     - Disseminate relevant information regarding Indiana military/veteran issues to chapters.

     - Advocate for earned military/veteran benefits and related veteran-related legislation with Indiana General Assembly.

 

 

Legislative Issues

The MOAA Indiana Council of Chapters is an active member of The Military/Veterans Coalition of Indiana (TMVCI) and supports the following 2021 Coalition Legislative Goals listed below.  See the Coalition website at www.inmilcoal.org for details and status of related 2021 legislation by the Indiana General Assembly.

 

1.  Fund County Veteran Service Salaries to benefit veterans.

2.  Extend and continue funding the Indiana Veterans Recovery Pilot Program.

3.  Extend the Indiana Veterans Recovery Pilot Program to include first responders.

4.  Increase Indiana State income tax exemption for all military income.

5.  Fix the eligibility criteria of the Military Family Relief Fund.

6.  Implement a Reserve tuition supplement program.

7.  Provide higher education assistance to children of disabled veterans.

8.  Provide support to homeless Indiana veterans.

9.  Provide renter credit for disabled veterans.

10.  Provide property tax assistance to surviving spouses and disabled veterans.

11.  Provide Guard and Reserve employer tax abatement credits.

12.  Support Veterans Education Recruiting Act.

13.  Establish Indiana Women Veterans' Recognition Day on June 12.

14.  Establish Veteran Service Officer eligibility requirements.

General Information

The Indiana Council of Chapters is an affiliate organization and is separate and independent from MOAA.  It is authorized to use the MOAA logo, however, it is not an agent of MOAA and does not have the authority to speak for MOAA on matters of public interest.  The Council provides its own leadership including organizational and operational structure. 

 

The Indiana Council of Chapters strongly supports the MOAA motto of Never Stop Serving.  While this is an accepted attribute of most chapter members, it doesn’t necessarily translate to proactive and effective programs for a variety of reasons.  This is reflected in aging and dwindling chapter membership nationally and specifically, in Indiana.

 

While retired pay and benefits, especially medical, are key concerns of most chapter members, there is also an inherent obligation to promote a strong national defense posture.  Chapter members can uniquely perform this role by taking the opportunity to educate and inform the general public, especially our youth, of the necessity to maintain a military force that is second to none.

 

The expression, strength in numbers, applies to our force structure.  It also applies to Indiana MOAA chapter membership.  Join a local chapter now!
